What PFAS means, and where PTFE sits
PFAS stands for per and polyfluoroalkyl substances, a family of thousands of chemicals built around a carbon fluorine bond. That bond is extremely stable, which is why the group picked up the nickname forever chemicals. Stability is also why the coating on your basket survives a hot fan.
The family splits into two useful halves. Small, mobile molecules like PFOA and PFOS dissolve in water, travel through the environment and accumulate in blood. Fluoropolymers like PTFE, better known as Teflon, are large solid plastics that do not dissolve and are not absorbed by the body.
Most of the health evidence, and nearly all the regulatory concern about drinking water, relates to the first half. PTFE being technically in the same family is true and worth knowing, but it is not the same claim as PTFE being the same hazard.

The temperature question

Ceramic is the usual compromise, and the honest catch is lifespan. Sol gel ceramic loses its release properties faster than PTFE does, so a ceramic basket that stops working after eighteen months and gets thrown away is not obviously the greener choice. Where the argument is genuinely unsettled
Two things are worth separating from the kitchen question.
The first is manufacturing and disposal. Making fluoropolymers has historically released PFAS into water and air near production sites, and incinerating them can too. The second is regulation, which is moving.
